В Подмосковье за пять месяцев вывели из строя почти 10% дорожных камер

С января по май 2020 года подмосковная система фиксации нарушений ПДД вдвое чаще по сравнению с аналогичным периодом прошлого года подвергалась нападениям вандалов: за пять месяцев они повредили в общей сложности почти 10% дорожных камер.

Как сообщили в компании “МВС Груп”, которая является оператором системы видеофиксации нарушений в Московской области, всего было зафиксировано 152 нападения на камеры (61 нападение на стационарные комплексы и 91 – на передвижные). В половине случаев нападавшие использовали оружие и стреляли по камерам, а в 8% случаев пострадали операторы комплексов. Общий ущерб от этих инцидентов в “МВС Груп” оценили в 6,5 млн рублей, пишет “Коммерсант”.

Вся информация о таких случаях передается в полицию, и в ряде случаев правоохранители заводят уголовные дела по ст. 167 УК РФ (“Умышленное уничтожение или повреждение имущества”), которая предусматривает до четырех лет лишения свободы и обязанность возместить ущерб.

Для борьбы с вандалами компания начала устанавливать дополнительные скрытые камеры рядом со стационарными комплексами и камеры видеообзора на машинах. “Установить личности вандалов удается в более чем 90% случаев”, – заявили в “МВС Груп”.

Компания работает в Московской области по концессионному соглашению с властями региона. Всего “МВС Груп” эксплуатирует около 1,6 тыс. камер, получая 233 рубля за каждый оплаченный штраф. Камеры используются не только для фиксации нарушений ПДД, но и для поиска преступников, угнанных машин и водителей, скрывшихся с места ДТП.

По мнению эксперта по системам фиксации нарушений Григория Шухмана, рост числа актов вандализма в отношении камер среди прочего связан с “общим стрессом из-за пандемии”. “Если раньше строгость ограничений, по мнению водителей, компенсировалась отсутствием контроля, то сейчас развитие технологий и самоокупаемость комплексов ведут к более плотному покрытию дорог камерами. Иногда ситуация усугубляется слишком жесткими ограничениями или проблемой с организацией движения. Все это влечет недовольство со стороны части водителей”, – сказал Шухман.

В свою очередь первый зампред комитета Госдумы по госстроительству Вячеслав Лысаков заявил, что не одобряет вандализм, но понимает недовольство водителей. По его словам, проблемы возникают из-за слишком жестких ограничений скорости на трассах, по которым можно ехать гораздо быстрее. “Это сделано не для безопасности, а для зарабатывания денег на штрафах. И камеры в таких местах растут как грибы. Люди это понимают, что выливается в ненависть по отношению к комплексам”, – считает Лысаков.

При этом в подмосковном минтрансе отметили, что протестовать мирным образом водители стали гораздо меньше. Так, с начала года число жалоб на штрафы с камер сократилось на 60%. В ведомстве объяснили это заменой “токсичных” для автомобилистов камер-треног на передвижные комплексы, дислокация которых публикуется, и установкой около тысячи предупреждающих о камерах щитов.
