В Москве начали задерживать автомобилистов с коронавирусом. У них конфискуют машины

В пятницу, 10 апреля, столичные власти начали рейд по выявлению автомобилистов, нарушающих обязательный карантин. Сперва в департаменте транспорта сообщили о задержании одного нарушителя, затем стало известно о задержании другого водителя, которому было запрещено покидать квартиру.

“Сегодня в результате совместного рейда ГИБДД, МАДИ, АМПП на пересечении МКАД и Щелковского шоссе был остановлен водитель, нарушивший карантин. 22 марта он поступил в стационар НИИ имени Склифосовского с острой коронавирусной инфекцией. Выписан 4 апреля, после чего должен был до 18 апреля находиться на домашнем карантине”, – цитирует сообщение дептранса агентство “Москва”. Машину нарушителя отправили на спецстоянку, а его самого в сопровождении полиции отвезли в больницу.

Как уточняет “Коммерсант”, передвижение нарушителя карантина в ГИБДД отследили при помощи дорожных камер. Черный Ford Mondeo принадлежит уроженцу Азербайджана, который, несмотря на предписания, ежедневно ездил по городу. Во время задержания инспекторы не вступали в контакт с нарушителем, ограничившись проверкой документов через окно и просьбой не выходить из машины. Затем на место прибыли сотрудники МАДИ и врачи. В ходе разговора с облаченным в защитный костюм представителем МАДИ молодой человек заявил, что вез некие пакеты в инфекционную больницу, но его все равно увезли, а машину эвакуировали после дезинфекции. Нарушителю не придется платить за вывоз и хранение автомобиля, но получить его он сможет лишь когда точно будет здоров. Штраф за нарушение карантина был выписан по части 4 статьи 3.18.1 Кодекса об административных правонарушениях Москвы и составил 5 тыс. рублей.

Издание отмечает, что молодой человек говорил о наличии у него отрицательного теста на коронавирус, но этот довод никого не убедил. Ранее стало известно о существенной доле ложноотрицательных результатов тестирования.

Другого нарушителя карантина, который управлял автомобилем BMW, задержали на дублере Алтуфьевского шоссе. Неназванный уроженец Армении с коронавирусом должен был находиться на самолечении с 29 марта, но поехал с женой за продуктами. Его машину также увезли на штрафстоянку, а его самого и жену увезли в больницу. При этом мужчина, как и первый задержанный, говорил, что у него есть заключение об отрицательном тесте на Covid-19. “Вы висите в базе карантина”, – ответил на это сотрудник МАДИ.

Напомним, 9 апреля мэр Москвы Сергей Собянин пообещал жестко наказывать нарушающих карантин автомобилистов. Он подчеркнул, что власти видят машины тех, кто должен сидеть на карантине, но передвигается по городу. При этом Собянин уточнил, что данная мера затронет только тех, кто находится на официальном карантине: больных коронавирусом на домашнем лечении, их близких родственников, контактировавших с заболевшими людей, а также тех, кто вернулся из заграничных поездок.

По мнению первого зампреда комитета Госдумы по госстроительству Вячеслава Лысакова, эвакуация машин нарушителей карантина незаконна. Он отметил, что КоАП Москвы ссылается на статью 27.17 КоАП России, в которой не говорится об эвакуации автомобилей лиц, нарушающих карантин. “Ко мне уже обращаются обеспокоенные этой ситуацией граждане. Плохо, что весь негатив пойдет в итоге на полицейских, которые вынуждены выполнять неграмотно написанные законы”, – сказал Лысаков.
