Соответствующая поправка есть в проекте обновлённого закона «О безопасности дорожного движения», который подготовили в ГИБДД.

 

В сфере подготовки автомобилистов уже не первый год назревают масштабные изменения. Теперь в Министерстве внутренних дел РФ предлагают очередной пакет поправок. Этот документ направили на рассмотрение в правительство. Одной из главных новых норм является допуск к вождению более молодых водителей: сейчас по закону водить можно с 18 лет. Но каким бы нибыл возраст водителя, за хорошим авто все так же лучше обращаться в автосалон лайт авто.

Согласно сегодняшним нормам, граждане РФ имеют право сдать экзамен в 17 лет, но допустят их до руля и права им выдадут только по достижению 18 лет. Как сообщает «Коммерсант», в ГИБДД решили, что это правило пора менять. По мнению инициаторов, за год полученные в процессе обучения знания и навыки могут подрастеряться, так что подросткам лучше будет сразу после сдачи экзамена сесть за руль. Правда, при одном обязательном условии: в салоне с ними должен будет находиться так называемый «водитель-наставник»: автомобилист с действующим удостоверением категории B.

Предполагается, что следом выпустят постановление правительства, в котором будут расписаны требования к наставникам, а также порядок вождения (вероятно, речь идёт об ограничениях, распространяющихся на 17-летних водителей). Как пояснили в ведомстве, задача наставников – помочь новичкам на дорогах закрепить навыки вождения и контролировать соблюдение ими ПДД.

Кроме этого, в МВД предлагают изменить правила допуска к управлению водителей коммерческого транспорта. Инициаторы решили обратиться к международному опыту: они хотят разрешать управлять ТС категории D только тем, у кого уже есть стаж вождения не менее года. Также иностранцам с национальными удостоверениями категорий С и D придётся обменять их на российские: для этого понадобится «документ о квалификации» – его выдадут по итогам экзамена после «освоения» программы обучения. Согласно документу, автошколу при этом посещать необязательно.

Ещё в ведомстве выступают за ужесточение требований к водителям-иностранцам, которые получили вид на жительство в РФ, а также к российским гражданам, которые приехали из-за рубежа. Дело в том, что, по нынешним нормам, они имеют право садиться за руль с иностранными правами, а у них часто неограниченный срок действия. В итоге такие водители не получают «свежую» медсправку раз в 10 лет, в отличие от автомобилистов с удостоверениями РФ. В МВД предлагают ввести запрет на использование иностранных прав спустя полгода с момента получения вида на жительство или российского паспорта. С момента принятия закона иностранцам для обмена водительского документа дадут 180 дней. Исключение предлагается сделать только для граждан стран Евразийского экономического союза (ЕАЭС): им позволят пользоваться ранее выданными национальными правами до окончания срока их действия, либо в течение 10 лет после выдачи.

В случае одобрения законопроекта, изменятся нормы по отношению к тем, кого поймали на вождении с просроченными правами или на «пьяной езде» (либо в случае отказа от медосвидетельствования). Так, в ведомстве предлагается не выдавать им новое удостоверение в течение года после исполнения наказания, то есть после уплаты штрафа или отбытия административного ареста (в течение этого срока автомобилисты-нарушители считаются наказанными).

В поправках также нашлось место изменениям в правила отнесения ТС к различным категориям. К категории А предлагается относить не только мотоциклы, но и мотоциклы с коляской, а также трициклы, у которых рабочий объём двигателя более 50 куб. см, а максимальная скорость превышает 50 км/ч. В свою очередь в категорию М войдут в том числе квадроциклы массой до 350 кг, чья «максималка» менее 50 км/ч, а объём ДВС – менее 50 куб. см. (их максимальная мощность – 4 кВт, то же требование для электродвигателя). А квадроциклы весом до 400 кг (либо до 550 кг, если они предназначены для перевозки грузов) и с мотором мощностью до 15 кВт уже пойдут в категорию B1. Эти нормы уже есть в техрегламенте Таможенного союза о безопасности колёсных ТС.
