В Министерстве внутренних дел РФ планируют серьёзно ужесточить контроль за неисправными автомобилями на российских дорогах.
В МВД подготовили проект, который, в случае одобрения, внесёт поправки сразу в несколько законов: «О безопасности дорожного движения», «О госрегистрации транспортных средств» и «О техническом осмотре». Известно, что при разработке новых правил в ведомстве опирались на международный опыт. С помощью изменений законодатели хотят в том числе сократить количество аварий с участием неисправного транспорта.
Согласно нынешним нормам (ст. 12.5 КоАП), в случае, если инспекторы ДПС в ходе проверки на дороге выявляют неисправности тормозной системы автомобиля (за исключением «ручника»), либо рулевого управления, следствием становится штраф в размере 500 рублей, при этом само транспортное средство требуется эвакуировать, так как передвигаться на нём запрещено. Если же нарушения менее серьёзные – к примеру, некорректно функционируют внешние световые приборы, не работают стеклоомыватели или стеклоочистители и т.д. – сумма взыскания будет прежней, однако водителю разрешат продолжить движение.
По данным «Коммерсанта», за такие нарушения каждый год наказывают более миллиона автомобилистов. Власти признают, что на сегодняшний день контроль в ходе регулярного техосмотра можно счесть формальным, так как сейчас диагностические карты покупают примерно 80% автовладельцев.

Во время этой процедуры операторы должны проверить факт устранения неисправности, тогда диагностическая карта снова станет действительной (запрет за эксплуатацию снимается автоматически).
Судя по поправкам, в случае, если автомобилист не успевает произвести ремонт и пройти «внеочередное ТО» в отведённые трое суток, то у него должны забрать свидетельство о регистрации (СТС). Ожидается, что схему изъятия и возврата этого документа позже пропишут в отдельном постановлении кабмина.
