Комплексам автоматической фиксации нарушений собираются расширить зону действия: в неё включат тротуары, газоны и т.д. Соответствующие изменения пропишут в КоАП РФ.
В России в скором времени должна появиться обновлённая редакция Кодекса об административных правонарушениях: над проектом документа сейчас работают в Министерстве юстиции РФ, свои предложения вносят другие профильные ведомства и представители автосообществ. Ожидаются поправки в том числе и в статье, касающейся нарушений водителями правил благоустройства.
Как сообщает «Российская газета» со ссылкой на советника министра юстиции Дениса Новака, в ведомстве решили отказаться от детально прописанных нарушений в сфере благоустройства. Это значит, что в КоАП не появятся пункты, которые встретили критику во время обсуждения: речь идёт, к примеру, о штрафах за «автохлам» во дворах.
Однако это не значит, что штрафовать владельцев брошенных во дворах машин не будут. Вместо «детально прописанных» нарушений в указанной области в кодексе появится одна, можно сказать, «абстрактная» статья с санкциями за нарушение правил благоустройства. А уже власти на местах будут решать, кого и за что наказывать (нормы соответственно пропишут в местных документах). В этой статье КоАП будет отдельный пункт, касающийся автомобилистов.
По словам Дениса Новака, в каждом регионе страны свои проблемы, которые требуют решения: где-то действительно много мест во дворах многоквартирных домов занимает так называемый «автохлам»; где-то водители активно используют для парковки газон, детские, спортивные или хозяйственно-бытовые площадки. В итоге власти пришли к выводу, что прописать в федеральном законе единые нормы для всей страны невозможно.
В КоАП отметят, что нарушения правил благоустройства водителями можно будет «ловить» с помощью комплексов автоматической фиксации. На основании полученных снимков или видео автовладельцам выпишут штрафы (согласно местным нормам). Как сообщает издание, «письма счастья» начнут получать также те водители, которых камеры застанут на мытье машины в реке (в случае, если обзор прибора, чья функция – следить за дорогой, каким-то образом покрывает и берег реки).
Кроме того, власти решили «обнулять счётчик» нарушений ПДД – когда речь идёт о самом распространённом (то есть о превышении скорости на 20-40 км/ч) – после уплаты взыскания, если его зафиксировали дорожные камеры. В итоге «штрафная история» водителей будет чиста. Однако при этом власти хотят серьёзнее наказывать злостных неплательщиков штрафов: предлагается отправлять таких автовладельцев на обязательные работы.
Напомним, первая версия обновлённого КоАП предполагала значительное повышение штрафов за нарушения ПДД: так, за минимальное превышение на 20-40 км/ч размер взыскания хотели увеличить сразу в шесть раз – с нынешних 500 рублей до 3 тыс. рублей. Это предложение подверглось всесторонней критике, так что в итоге Минюст решил от него отказаться.
